Beson- ders ausgepragt scheinen diese Verflechtungen derzeit bei raum- lichen und regionalen Ordnungs- und Entwicklungsfragen zu sein, deutlich sichtbar in den Problemen stadtischer Agglomerationen oder peripherer Raume. Gerade die Fixierung machtiger Investi- tionsblocke, die zu einer Art von temporarer Erstarrung bei den raumlichen und regionalen Strukturen fuhrt, kann zu Widerspru- chen mit den Forderungen der Entwicklung fuhren. So fuhlen sich Politiker und Planer nur allzu oft als Gefangene der Erkenntnis, daB alles mit llem zusammenhangt, wie es ein- mal treffend formuliert wurde. Bei vielen Unsicherheiten und Un- gewiBheiten kann das alles die Handlungs- und Entscheidungsfreu- de erheblich beeintrachtigen. Mit diesem Dilemma sind auch die Ziele fur die erforderliche Entwicklungslenkung oder Entwick- lungspolitik verbunden. Aus den genannten Grunden erscheint es dringend erforderlich, mehr Klarheit im Bereich des Zusammen- spiels der Ziele zu gewinnen, zumal viele der zum Einsatz kom- menden Mittel immer groBere Wirksamkeit entfalten. In der vorliegenden Untersuchung wurde ein bescheidener Versuch gemacht, die komplexen Probleme der Ballungs- und Streuungsge- biete aus ihrer bisherigen isolierten Betrachtung zu losen. Wir konnen nicht behaupten, daB hier bereits eine interdisziplinare Untersuchung durchgefuhrt worden ware, wie sie in Anbetracht der zu losenden Fragen unbedingt erforderlich ist. Wegen zahl- reicher Beschrankungen wird nur versucht, einen Uberblick in ganzheitlicher Betrachtung zu geben, der - so ist zu hoffe- zur baldigen Vertiefung der Studien in der angedeuteten Richtung fuhrt.
