Kann eine vollständige Definition des Gegenstandes "Armut" noch relativ leicht in allgemeiner Anerkennung geleistet werden, so sind spätestens mit der Fixierung einer Armutsgrenze und der konkreten Messung über Armutsma e Konzessionen nötig, die nicht frei von normativen Setzungen der Forscher sein können. Je nachdem, was man unter Armut versteht und wie man ihre Operationalisierung betreibt, können die unterschiedlichsten Resultate erreicht werden. Bspw. kann dadurch die wohlfahrtsökonomische Bewertung einer Gesellschaft gravierend beeinflusst werden, denn "poverty may [...] be defined as lack of welfare" (Hagenaars/van Praag 1985: 140). In dieser Abhandlung kann natürlich keine ausführliche Darstellung der gesamten Problematik einer statistischen Armutsmessung geleistet, noch eine endgültige Lösung für die empirische Bestimmung und Messung von Armut angeboten werden. Vielmehr wird versucht, die bisherige Forschung dahingehend kritisch zu hinterfragen, inwiefern sie Vergleiche von Politikma nahmen in ihrer Wirkung auf Armut ermöglichen konnte, denn "[a]n der Armutsrate lässt sich [...] der Bevölkerungsanteil ablesen, der nicht über die materiellen Voraussetzungen verfügt, um die Freiheitsrechte einer Gesellschaft effektiv in Anspruch nehmen zu können" (Holtmann et al. 2007: 119). Dabei muss man der statistischen Routine folgen und zunächst per definitionem den zu untersuchenden Gegenstand bestimmen. Im zweiten Kapitel werden Probleme bei der Fixierung einer konkreten Armutsgrenze diskutiert, wobei die diesbezügliche Hauptfrage darauf gerichtet wird, inwiefern das (oftmals in der Forschung verwendete) Einkommen übe
